This is the Lego store calendar US of May 2013 which confirms the information: Han Solo's minifig in Hoth outfit is confirmed to be the exclusive minifigure of the next promotion "May the fourth".
We can discuss the brown outfit, but as some have already said in the comments, bring out your trilogy on DVD or Blu-ray from Episode V (The Empire Strikes Back), you will see that this minifigure is a faithful reproduction of an outfit seen in the film ...
I was probably expecting something a little more "exclusive" than another version of Han Solo, but it's brand new enough to win me over. It will fit perfectly with the set 75104 Battle of Hoth released this year ...
This image posted on EB without any comment on its origin could well remove the doubt on the exclusive minifigure which will be offered on May 3 and 4.

It is a sympathetic version DL-44 Heavy Blaster Pistol used by Han Solo to assassinate Greedo that offers us Captain Infinity.

This set of the second wave 2013, announced at 39.99 € on the merchant site in question, will be delivered with three minifigs which would be: Obi-Wan Kenobi (disguised), Cad Bane and a Nikto Guard. This set would be inspired by the episode "Friends and Enemies"from the 4th season of The Clone Wars.
