The information is not verifiable at the moment but it is spreading via forums and social networks: The two exclusive minifigs planned this year by LEGO for San Diego Comic Con are The Atom (Ray Palmer), with a minifig based on the character seen in the TV series Arrow and Legends of Tomorrow and Captain America (Steve Rogers version as an agent of HYDRA).
The Atom therefore joins two exclusive minifigs also based on the Arrow universe distributed during the San Diego Comic Con: Arsenal in 2015 and Green Arrow in 2013.
Like every year, these two new exclusive minifigs will probably be distributed via a raffle. They will then be available in handfuls of twelve on eBay for a few hundred euros.
We must now wait until LEGO decides to upload the visuals of these two minifigs for final confirmation.
