The place may not mean anything to you, but Ted Sandyman's Mill is indeed present in Hobbiton: It appears briefly in the Extended Edition first episode of the Lord of the Rings trilogy (The Fellowship of the Ring) when Gandalf arrives in Hobbiton to celebrate Bilbo's birthday: The old wizard crosses a bridge with Frodo and the Sandyman's Mill is located at the exit of the bridge on the right (See screenshot below).
